Rector's Message

Dear Students, Esteemed Parents, and Cherished Friends,

As "The Industry University," OSTİM Technical University’s primary objective is to cultivate graduates capable of transforming science and technology into practical solutions for the betterment of the world. We equip our students with cutting-edge technological expertise alongside essential entrepreneurial skills—both of which are vital to our mission. Our close collaborations with the business world, industry, and the public sector serve as the driving forces behind our success. These partnerships enable us to play an active role in the economy.

Our second objective is the generation of new knowledge. We pursue this through our incubators, technology parks, and a range of technology funding and support programs designed for our students, faculty members, and enterprises. We actively encourage our students to develop new products, technologies, and start-up ventures.

We aim to cultivate a highly qualified human capital capable of shaping the future. To this end, we are committed to educating individuals equipped with the knowledge and competencies demanded by the modern world. OSTİM Technical University is a “third-generation” university. While “second-generation” universities primarily focus on scientific research and education, they often operate within a framework where businesses apply the knowledge developed in academia. This division of labor has led to a gap between universities and industries. In contrast, the “third-generation” or “entrepreneurial university” seeks to break down these barriers for the benefit of society, placing the university, the business world, and industry at the very heart of the production and innovation process.

In today’s world, education goes beyond mere theoretical instruction. It empowers both students and academics to enhance their capacities in developing patents, utility models, industrial designs, and trademarks within the framework of university-industry collaboration. Our primary focus is to promote innovation, contribute to the economy, and facilitate commercialization through entrepreneurship. Through our “entrepreneurial university” approach, we align our scientific and technological activities with industry, thereby adding value to the national economy. By generating original projects and solutions—and establishing the necessary mechanisms for their implementation and commercialization—we aim to foster the development of both our region and our country. Short Biography

Professor Murat Yülek, the founding Rector of OSTİM Technical University, continues to pursue the mission of positioning the university among the world’s leading institutions of higher education. Recognized as an engineer, banker, and development economist, Yülek has authored numerous international publications and policy papers, and possesses extensive experience in project development and financing.

Before his tenure at OSTİM Technical University, Professor Murat Yülek served as a researcher at Columbia University’s Center on Capitalism and Society. He also held the position of Director of the Center for Industrial Policy and Development at Istanbul Commerce University. Professor Yülek has taught at several prestigious institutions, including Georgetown University and Technische Hochschule Ingolstadt in Germany. Additionally, he served as a teaching assistant at Yale School of Management and worked as a research assistant for the Macro Markets book—published by Oxford University Press—co-authored with Nobel Laureate Professor Robert Shiller.

Murat Yülek has served as an economist at the International Monetary Fund (IMF) in Washington, D.C., and as a project evaluation specialist at the Islamic Development Bank (IsDB) in Jeddah. He has held various leadership roles—including general manager, board member, and chairman—across investment banks as well as finance and industrial companies. He has also worked as a researcher at prestigious institutions such as Columbia University (New York), APU Ritsumeikan University (Japan), and the Korea Institute for International Economic Policy (Seoul). In addition, he has served as an international consultant for organizations including the World Bank, UNCTAD, the Islamic Development Bank, the European Bank for Reconstruction and Development (EBRD), and various multilateral development banks (MDBs). Professor Yülek has led the preparation of numerous feasibility studies, impact analyses, macroeconomic and sectoral reports, and project documents, and has served as an expert or executive in more than 15 countries. He has been invited as a speaker, moderator, and visiting scholar at a wide range of international conferences and institutions, including the Global Economic Symposium, COMCEC, Yale University, Duke University, the Economic Cooperation Organization, Dubai Economic Council, CFO Forum-Vienna, Khazanah Megatrends Forum, China Institute of International Studies, Korea Institute for International Economic Policy, Ewha Womans University, APU Ritsumeikan University, The Economist Round Tables, Wirtschaftsrat, and the G8 Deauville Partnership Investment Forum.

Murat Yülek has authored numerous articles on macroeconomics, finance, and economic and financial development, both in Turkey and internationally. His work focuses on contemporary industrial policies, the impact of public procurement policies on technological advancement, and science, industry, and innovation policies. He has written six books on these subjects, published by renowned academic publishers such as Palgrave Macmillan and Springer. Professor Yülek has also contributed to policy documents prepared by the United Nations (including UNCTAD, UNIDO, and UNOPS), as well as by several countries such as Qatar, Azerbaijan, the UAE, Venezuela, Ecuador, and Türkiye.

Professor Yülek’s 2018 book, How Nations Succeed: Manufacturing, Trade, Industrial Policy, and Economic Development, published by Palgrave Macmillan, has been translated into Chinese and published by Tsinghua University Press—one of the world’s top ten universities. The book has also been translated into Turkish, Bosnian, and Pashto.

In the 1980s, Murat Yülek taught physics at EEC International School and interned at the European Commission in Brussels. He holds a Private Pilot License (PPL) for light aircraft and has engaged in gliding, skydiving, and model aircraft building. In the 1984 Turkish university entrance exams, he ranked 279th among approximately 1.5 million students.

Murat Yülek completed his primary and secondary education at TED Ankara College and graduated from the Mechanical Engineering Department of Boğaziçi University in 1988. He went on to earn master’s degrees in Business Administration from both Yale University and Boston University, as well as master’s and doctoral degrees in Economics from Bilkent University.

As "The Industry University," OSTİM Technical University’s primary objective is to cultivate graduates capable of transforming science and technology into practical solutions for the betterment of the world. We equip our students with cutting-edge technological expertise alongside essential entrepreneurial skills—both of which are vital to our mission. OSTİM Technical University is a “third-generation” university. While “second-generation” universities primarily focus on scientific research and education, they often operate within a framework where businesses apply the knowledge developed in academia. This division of labor has led to a gap between universities and industries. In contrast, the “third-generation” or “entrepreneurial university” seeks to break down these barriers for the benefit of society, placing the university, the business world, and industry at the very heart of the production and innovation process.

Short Biography

Professor Murat Yülek, the founding Rector of OSTİM Technical University, continues to pursue the mission of positioning the university among the world’s leading institutions of higher education. Recognized as an engineer, banker, and development economist, Yülek has authored numerous international publications and policy papers, and possesses extensive experience in project development and financing.

Before his tenure at OSTİM Technical University, Professor Murat Yülek served as a researcher at Columbia University’s Center on Capitalism and Society. He also held the position of Director of the Center for Industrial Policy and Development at Istanbul Commerce University. Professor Yülek has taught at several prestigious institutions, including Georgetown University and Technische Hochschule Ingolstadt in Germany. Additionally, he served as a teaching assistant at Yale School of Management and worked as a research assistant for the Macro Markets book—published by Oxford University Press—co-authored with Nobel Laureate Professor Robert Shiller.

Murat Yülek has served as an economist at the International Monetary Fund (IMF) in Washington, D.C., and as a project evaluation specialist at the Islamic Development Bank (IsDB) in Jeddah. He has held various leadership roles—including general manager, board member, and chairman—across investment banks as well as finance and industrial companies. He has also worked as a researcher at prestigious institutions such as Columbia University (New York), APU Ritsumeikan University (Japan), and the Korea Institute for International Economic Policy (Seoul). In addition, he has served as an international consultant for organizations including the World Bank, UNCTAD, the Islamic Development Bank, the European Bank for Reconstruction and Development (EBRD), and various multilateral development banks (MDBs). Professor Yülek has led the preparation of numerous feasibility studies, impact analyses, macroeconomic and sectoral reports, and project documents, and has served as an expert or executive in more than 15 countries. He has been invited as a speaker, moderator, and visiting scholar at a wide range of international conferences and institutions, including the Global Economic Symposium, COMCEC, Yale University, Duke University, the Economic Cooperation Organization, Dubai Economic Council, CFO Forum-Vienna, Khazanah Megatrends Forum, China Institute of International Studies, Korea Institute for International Economic Policy, Ewha Womans University, APU Ritsumeikan University, The Economist Round Tables, Wirtschaftsrat, and the G8 Deauville Partnership Investment Forum.

Murat Yülek has authored numerous articles on macroeconomics, finance, and economic and financial development, both in Turkey and internationally. His work focuses on contemporary industrial policies, the impact of public procurement policies on technological advancement, and science, industry, and innovation policies. He has written six books on these subjects, published by renowned academic publishers such as Palgrave Macmillan and Springer. Professor Yülek has also contributed to policy documents prepared by the United Nations (including UNCTAD, UNIDO, and UNOPS), as well as by several countries such as Qatar, Azerbaijan, the UAE, Venezuela, Ecuador, and Türkiye.

Professor Yülek’s 2018 book, How Nations Succeed: Manufacturing, Trade, Industrial Policy, and Economic Development, published by Palgrave Macmillan, has been translated into Chinese and published by Tsinghua University Press—one of the world’s top ten universities. The book has also been translated into Turkish, Bosnian, and Pashto.

In the 1980s, Murat Yülek taught physics at EEC International School and interned at the European Commission in Brussels. He holds a Private Pilot License (PPL) for light aircraft and has engaged in gliding, skydiving, and model aircraft building. In the 1984 Turkish university entrance exams, he ranked 279th among approximately 1.5 million students.

Murat Yülek completed his primary and secondary education at TED Ankara College and graduated from the Mechanical Engineering Department of Boğaziçi University in 1988. He went on to earn master’s degrees in Business Administration from both Yale University and Boston University, as well as master’s and doctoral degrees in Economics from Bilkent University.
