Assoc. Prof. Rıza BAYRAK (Ph.D.) (Department Head)

Rıza Bayrak graduated from the System Engineering Programme. Then, he received his M.Sc. degree in Human Resource Management, and his Ph.D. in Economics. He conducted many important defense industry projects as a Project Manager Professional throughout his public service career. Additionally, he worked as a Human Resource Manager and Project Manager ofTraining and Education Department in NATO Mission of Resolution Support TAAC-C/Afghanistan. He lectured Micro-economics, Macro-economics, Introduction to Economics, and Turkey’s Economy at National Defense University between 2017-2018. Moreover, he studied "Economics of Terrorism" as a research assistant in NATO COE-DAT in 2019. Rıza Bayrak has published many articles in Employment/Youth Unemployment, Growth, Development, and Defense Economics. He has been also specialized in the efficiency and productivity of various sectors that produce commodities and services.

Assoc. Prof. Hakan EREN (Program Head) 

Hakan EREN, who graduated from the System Engineering undergraduate program, completed his master's and doctoral studies in Technology Management. In 2011, he received Operations Research and System Analysis training at the US Army Logistics University. During his public service between 1995-2021, he carried out tasks in the field of R&D and defense project management, research methods and multivariate statistical analysis, providing decision support and strategic planning. Between 2018-2021, he gave lectures (Defense Technologies and Innovation Management, Management and Organization, Cyber Warfare and Information Security, Research Methods, etc.) at Gendarmerie and Coast Guard Academy, Turkish Military Academy and Yıldırım Beyazıt University. Associate Professor Hakan EREN continues to carry out academic studies in the fields of Technology and Innovation Management, R&D Management, Strategic Planning and Entrepreneurship.

Assist. Prof. Esra KUMAŞ (Ph.D)

Esra Kumaş completed her undergraduate and graduate studies at the Department of Industrial Engineering at Gazi University and her doctoral studies at the Department of Management Information Systems at Gazi University. She has worked as an independent external expert in the Ministry of Development, the Ministry of Internal Affairs, the Istanbul Development Agency and has been an evaluator for numerous projects. She works in the fields of Industry 4.0 and Digital Transformation Management. She has taught courses in Numerical Methods, Production Management, Quality Management, Supply Chain Management and Statistics. She is currently working as a Dr. Lecturer in the Department of Management Information Systems at OSTIM Technical University.

Professor Ufuk TÜREN (Ph.D)

Dr. Ufuk Türen received his Bachelor's Degree in Systems Engineering from the Turkish Military Academy in 1995, completed Systems Engineering at Yeditepe University in 2000, Industrial Engineering Master's Program at Marmara University in 2002, and Engineering Management Doctorate Program at Marmara University in 2008.  He has given undergraduate and graduate courses at the Turkish Military Academy, Defense Sciences Institute, and various universities.

Assist. Prof. Ozan GÜLHAN (Ph.D)

Ozan GÜLHAN, Ph.D. is a Faculty Member of OSTİM Technical University, Management Information Systems Department. He took part in the management and organization of various projects carried out by the International Monetary Fund and the World Bank on behalf of government. He has been part of various committees related to regulation of the financial sector within the scope of international standards and practices, and he has also worked as a senior manager in national and international financial institutions. After his academic studies abroad with a scholarship, he has given lectures and seminars in the area of finance and banking designed for public and private officials. He has many national and international academic studies on international auditing and accounting standards, banking, risk management, European Union, corporate governance, anti-money laundering and counter terrorist financing.

Assoc. Prof. Cemalettin Öcal FİDANBOY (Ph.D.)

Dr. C. Öcal Fidanboy received his B.Sc. Degree from Chemical Engineering Department of Ankara University, his first MSc. degree from Chemical Engineering Department of  Hacettepe University and his second MSc. degree from Computer Engineering Department of Çankaya University. He completed his Ph.D. education in the field of Management Organization at Başkent University.  With more than 20 years of experience in the IT sector, Dr. Fidanboy has worked as a manager, chief consultant and trainer in the establishment and certification processes of the management systems of many institutions and organizations operating in IT and defense sectors throughout his professional career life. He worked as a Software Quality Manager (Senior Researcher) in many important IT/defense projects and national/international management system certification projects carried out at TÜBİTAK - BİLGEM between 2002 and 2012. During the next two years, he was the management consultant of software management system establishment projects and other international certification projects at Türk Telekom Technology Directorate. He has many articles and papers on different topics such as management/strategy development, organizational behavior, quality management and R&D Management in IT industry. He has given lectures at Başkent, Çankaya and TED Universities as a part-time lecturer.

Dr. Pekin was born in Ankara in 1985. After graduating from Bilkent University Computer Engineering in 2007, he completed his master's degree at the same department in 2010. In addition, he obtained another BS degree from Anadolu University Faculty of Business Administration in 2013. Finally, he completed his Ph.D. studies in the Department of Information Systems at Middle East Technical University in 2017. Since 2006, he has been working as a software developer. Over time, he worked as a technical leader, designer, technical manager, and finally, he established his own software company with his entrepreneurial identity. In addition to his engineering career, he has also worked in the academic field since 2007, and besides being a full-time assistant at Bilkent University, he worked as a visiting lecturer at Ankara Yıldırım Beyazıt University, Computer Engineering and Management Information Systems departments, and Gazi University Industrial Engineering Department. He currently is affiliated at Ostim Teknik University Management Information Systems Department. Dr. Pekin's areas of study and expertise include Human-Computer Interaction, Computer Games, Virtual-Augmented Reality and Mobile Application Development.

Assist. Prof. Zehra FIRAT (Ph.D.)

Zehra Fırat graduated from Ankara University SBF Public Finance Department in 2004. She gained the SMMM title in 2008, and worked in Türk Telekom AŞ. between 2010-2012.  While she was the manager of a private enterprise of her own, she started her academic career by getting a master's degree in business administration at Gelişim University. She had the PhD degree from the same university in 2020  working on internal auditing. She has studies on issues such as measuring the performance of internal audit and raising awareness. She serves on various international congress committees science and advisory boards.

Batuhan Cicikler received his bachelor's degree from Ondokuz Mayıs University, Department of Computer Education and Instructional Technology (CEIT) in 2020 and his master's degree from Ankara University, Department of CEIT with the study "A Structural Equation Model for Adults' Problem Solving Skills in Technology-rich Environments in Turkey". Assist. Prof. Mine Berra DOGANER (Ph.D.)

Berra Doğaner received her BA from Marmara University, Department of Business Administration and her MBA and MA from Ankara University Department of Business Administration and Finance. Doğaner started her 35-year capital market career at the Capital Markets Board of Turkey and served there for 8 years. Subsequently, she transferred to the private sector and held senior positions as General Manager and Member of The Board of Directors in the leading investment institutions of the sector. Between 2005 & 2018 she served as General Manager and Member of The Board in Turkish Investment. The Group does business in Turkey, Northern Cyprus and England. Currently, she is an independent board member of Peker Real Estate Investment Trust, a company that has real estate investments in Turkey, England and Germany; and Piramit Securities Incorporated, and she is also a member of the Economic Advisory Board of the Istanbul Chamber of Commerce.

Assist. Prof. Önder HALISDEMIR (Ph.D.)

He holds a master's degree in Capital Markets and a doctorate in Banking from Marmara University. He attended various educational programs at Wharton School and New York University. Halisdemir, who grew up as an apprentice in the Sultanhamam and Grand Bazaar markets, which is called as a commercial and life school, became the general manager in a bank in the 12th year of his professional career, which he started in 1995. Halisdemir, which has constituted the first digital bank and the largest investment bank in our country, has accomplished many international innovations, has received awards and has led the transformation in many fields throughout its career. Halisdemir is the Chairman of the Board of the Directors of Foundation of Turkey Finance Managers which is most established nonprofit of the financial sector.

Assist. Prof. Hakan TARTAN (Ph.D.)

He was born in 1961 in Ankara. He graduated from Tevfik Fikret High School, then graduated from 9 Eylül University, Faculty of Economics and Administrative Sciences. He completed his master's and doctorate at the same University. He worked as a reporter, manager and columnist in Milliyet, Sabah and Hürriyet Newspapers for many years. He served as the Minister of Labor and Social Security in the 56th Republic government. He served as a senior manager in large companies and as an academician at various universities. In the 2009 local elections, he was elected as the Mayor of Konak District in the center of İzmir. He still continues to work in the fields of social policy.

Dr. Selami KOÇAL

Selami Koçal has received his undergraduate degree in Systems Engineering from Turkish Military Academy in 2002, his Master’s degree in Department of Management and Organization from Yıldırım Beyazıt University in 2018 and his Doctorate degree in Department of Management and Organization from Yıldırım Beyazıt University in 2022. He also worked as a human resources manager at the Gendarmerie General Command of the Ministry of Interior for many years.

Dr. Damla ASLAN (Ph.D.)

Between 2008 and 2020, she worked as Project Specialist, Project Manager, Product Manager and Business Development in defence industry companies with Capability Maturity Model Integration (CMMI) developing software, systems, projects and products. Since 2018, she has been working at HAVELSAN A.Ş. She has been involved in different R&D, Product and Digital Transformation Projects. She is currently working as the Enterprise Architecture Team Leader in the Corporate Information Technologies (IT) Unit. She successfully completed her master's degree at METU Informatics Institute, Department of Information Systems and her doctorate degree at Gazi University, Institute of Information Systems, Department of Management Information Systems. She works as a referee in TUBITAK TEYDEB Projects. Areas of interest: Software engineering, data mining, machine learning, deep learning, artificial intelligence, enterprise architecture, agile software development, statistics, data science, data analytics and advanced technologies.

Dr. Tolga MEDENİ (Ph.D.)

Tolga Medeni is an experienced trainer with a proven track record of working in the information technology and services industry. He has expertise in Java, Python, C, C++, C#, SQL, PyCharm, Visual Studio, Linux, Eclipse, virtual and real Linux and Windows based systems, MsSQL, MySQL and Software Development. He received his PhD in Information Systems from Middle East Technical University. He is currently an Associate Professor at Ankara Yıldırım Beyazıt University, Department of Management Information Systems. He is currently focusing his research on Blockchain and digital transformation.

Dr. Soner ÇELİK (Ph.D.)

He completed his bachelor's degree in Systems Engineering at the Turkish Military Academy in 2008 and his bachelor's degree in International Relations at Anadolu University in 2017. Afterwards, he completed his master's degree in International Relations at Ufuk University, Department of International Relations on "The Impact of Tigris and Euphrates Rivers on Turkey - Syria Relations within the Scope of Transboundary Waters" in 2013, and his master's degree in Hacettepe University, Department of Information Security on "Ransomware: A Cyber Weapon Designed to Destroy Your Data" in 2019. Süleyman Demirel University, Department of International Relations, "Changing Security Perception in Globalisation Scenario: The Case of Cyber Security" in 2021. Between 2008-2016, he served in various positions as an officer at various levels of the Turkish Armed Forces. Afterwards, he took various positions in project management, cyber security, etc. in the telecommunications and defence industry sectors. Focusing on his studies in the academic field, he carried out national and international academic studies especially on "Cyber Security, Cyber Intelligence, Current Turkish Foreign Policy Issues and International Security". He has experience/knowledge about the selection, implementation and management of security technologies especially for cyber attack processes and stages, and provides consultancy services to public or private sector organisations on IT Audit, ISMS accreditation studies, penetration tests, system architecture creation and cyber security trainings. He holds internationally recognised PMP, CISA, OSCP, CDPSE, CEH and white hat hacker certifications issued by TSE valid in Turkey.
