Erasmus+ Learning Mobility is conducted within the framework of bilateral agreements between OSTİM Technical University and a higher education institution in one of the countries covered by the Erasmus University Charter. The mobility activity involves a registered student completing a portion of their studies at a partner institution abroad with which a bilateral agreement exists. The activity period can be a range of time that will be completed in one academic year, from 3 to 12 (1, 2, or according to the systems of some countries, 3 terms). Grant amounts and the requirements to benefit from the Erasmus+ activity vary depending on the destination countries.
Students in the first year of associate and undergraduate programs cannot benefit from study mobility activities. However, first-year students can apply for exchange activities. Participating students must be full-time students.
Students wishing to benefit from Erasmus+ Student Mobility will be accepted as candidate students after the announcement, application, evaluation, and student selection process. Candidate students must fulfill certain procedures to carry out the mobility. We can examine this process under three headings: pre-mobility procedure, during-mobility procedures, and post-return procedures.
Application conditions may vary for each academic year. Therefore, the current requirements are stated in the announcement text for the relevant academic year. However, the general principles are as follows.
APPLICATION REQUIREMENTS
A- APPLICATION PROCEDURE
Applications will be made via the https://turnaportal.ua.gov.tr/ website using e-government (e-devlet) usernames and passwords. Before determining your preferences during the application, please obtain information about the university you want to visit from the university’s website (language of instruction, required language proficiency, course contents, etc.).
B- EVALUATION OF APPLICATIONS
The evaluation criteria and weighted scores to be used in the evaluation of mobility applications are as follows:
C- GRANT
Students participating in Erasmus Study Mobility receive financial support for the period of study abroad. The grant payment is made in two stages. As the first payment, 80% of the total grant amount is transferred to the student’s account before departure, and the remaining 20% (subject to deduction by the institution based on the student’s performance) is transferred to the student’s account upon return.
However, the provision of grants to students deemed eligible for the program depends on whether sufficient financial resources are allocated to our university. Students not assigned a grant can waive their right to participate in the program or choose to participate with a “0 grant”
D- PRE-DEPARTURE REQUIREMENTS FOR STUDENTS WHO HAVE BEEN GRANTED MOBILITY
Before preparing the application forms, students must review the website of the university they will attend to obtain information about the academic calendar, course schedule, application dates, required documents, etc. It is the student’s responsibility to submit the documents on time.
E- PROCEDURES FOR STUDENTS WHO HAVE BEEN GRANTED MOBILITY AT THE HOST INSTITUTION
If a student benefiting from the Erasmus activity needs to make any changes to the learning agreement they prepared before starting their education, they must consult with the department coordinator, make the necessary changes on the Online Learning Agreement (OLA) form, and save it with the signatures of all three parties (student, sending institution, receiving institution).
F- PROCEDURES UPON RETURN FOR STUDENTS WHO HAVE COMPLETED THEIR MOBILITY
The following documents must be submitted to the Erasmus Coordination Office within 1 month after returning.

What is an Erasmus+ Internship Mobility Activity?
An Erasmus+ Internship Mobility Activity is a process of acquiring professional training or work experience where a beneficiary (student) registered at an ECHE-accredited higher education institution can undertake an internship or work in another participant country, either at an ECHE-accredited Higher Education Institution or in the labor market or in the field of education, training, and youth operated by any public or private institution/organization. For example:
Small, medium, or large-scale private or public institutions or organizations (including social enterprises)
Public institutions/organizations at the local, regional, or national level
Social partners or representatives of working life, including chambers of commerce, trade/professional associations, and unions
Research institutes
Foundations
Schools/institutes/education centers (operating in any level of education, including pre-school education to post-secondary education, including vocational education and adult education)
Non-profit organizations, associations, NGOs
Institutions or organizations that provide career guidance, vocational counseling, and information services.
A- APPLICATION CONDITIONS
There may be differences in application conditions for each academic year. Therefore, the current conditions are specified in the announcement text announced for the relevant academic year. However, the general principles are as follows:
Students from all class levels of associate, undergraduate, graduate, and doctoral programs can apply for the program.
The general grade point average (GPA) must be at least 2.20/4.00 at the Associate/Bachelor’s level and at least 2.50/4.00 at the Master’s and Doctoral levels.
Students participating in mobility must be full-time students.
B- APPLICATION METHOD
Applications will be accepted via https://turnaportal.ua.gov.tr/ using an e-government username and password.
C- EVALUATION OF APPLICATIONS
The evaluation criteria and weighted scores to be used in the evaluation of mobility applications are as follows;
1- Academic Achievement Level: %50 (Out of 100 points total)
2- Language Proficiency: %50 (Out of 100 points total)
3- Submission of acceptance letter during application: +10 points
4- Children of Martyrs and Veterans: +15 points
5- Disabled Students (with documented disability): +10 points
6- Previous participation (with or without grant): -10 points
7- Participation in mobility in the country of citizenship: -10 points
8- Applying for both education and internship simultaneously (for the mobility the student prefers): -10 points
9- Students covered by the Protection, Care, or Accommodation Decision under the Social Services Law No. 2828: +10 points
10- Non-attendance at meetings or training activities organized by the Higher Education Institution regarding mobility (applies if the student reapplies for Erasmus): -10 points
11- Not participating in mobility without timely notification of waiver (applies if the student reapplies for Erasmus): -10 points
12- Declaring intent to take the language exam but failing to attend without justification (applies if the student reapplies for Erasmus): -5 points
However, the provision of grants to students who qualify for the program is subject to the allocation of sufficient financial resources to our University. Students who are not granted funding can choose to waive their right to participate in the program or participate with a “0 grant”.
E- WHAT STUDENTS WHO HAVE BEEN AWARDED MOBILITY NEED TO DO BEFORE GOING
You must obtain an acceptance letter from the university/institution/company you will be visiting and submit a copy to the Erasmus Coordination Office. The acceptance letter for Internship Mobility must be related to the department in which the student is enrolled. Acceptance letters not related to the department will not be accepted by the Erasmus Coordination Office.
An application must be made to the Provincial Directorate of Population Citizenship for a passport. A photocopy of the first page of the passport must be submitted to the Erasmus Coordination Office. Erasmus Students under 25 years of age are exempt from passport fees, they are only required to pay for the passport book. Students over 25 years old can obtain the necessary document from our unit to be exempt from the fee. If you already have a passport and it needs to be renewed, apply to the Provincial Directorate of Population Citizenship Affairs.
After obtaining the passport, an appointment for a visa will be made at the consulate of the country where the mobility will take place. The student will prepare all the documents required for the visa application. The Erasmus Coordination Office can only provide recommendations in this regard. After obtaining the visa, submit a photocopy of the page containing the visa in your passport to our office.
Comprehensive health insurance is mandatory. Insurance must be obtained through an international insurance company that will be valid in the country where education will be received and cover the duration of mobility. Some insurances cover the duration of stay, but their commitments are 90 or 92 consecutive days. Such insurances are not accepted. It is recommended that the policy cover both outpatient and inpatient treatment and all transfers. Since the required coverage amount may vary from country to country, the conditions of the relevant country must be checked during visa procedures. Additionally, a copy of the policy must be submitted to the Erasmus Coordination Office. Students who will go to countries with which a Social Security Agreemnet has been made and who are insured by the Social Security Institution will only need to obtain the relevant forms from the SSI.
F- WHAT STUDENTS WHO HAVE BEEN AWARDED MOBILITY NEED TO DO WHILE THEY ARE AT THE HOST INSTITUTION
If a student benefiting from the Erasmus activity needs to make any changes to the Learning Agreement for Traineeship prepared before starting the internship, they must consult the department coordinator, fill out the necessary parts of the Traineeship Agreement form, sign it, and send it by email to [email protected].
G- WHAT STUDENTS WHO HAVE COMPLETED MOBILITY NEED TO DO UPON RETURNING
The following documents must be submitted to the Erasmus Coordination Office within 1 month after returning;
The page(s) of your passport containing the entry-exit dates or the overseas entry-exit document obtained from e-government (e-devlet) will be used in the calculation of the grant together with the participation certificate. After returning, a photocopy of your passport or the document obtained from e-government will be taken by our office. Students outside the city can send a photocopy of their passport or this document by cargo.
After completing the activity period, you must fill out the Final Report Form containing summary information about the Erasmus activity process and your evaluations. This form will be sent to the email address you provided and will be filled out online. It is necessary to fill out this form in order to receive the remaining 20% of your grant amount.
As before starting the mobility, students must take the language exam from the Online Language Support (OLS) system in the language in which the educational activity was carried out after the end of the mobility. Pre and post-activity exams are conducted to observe changes in language proficiency during the student’s activities. Both exams are mandatory. Exam results can only be viewed by the student and the higher education institution sending the student.

Erasmus+ Staff Teaching Mobility
Erasmus+ staff teaching mobility is an activity area that allows staff members obligated to teach at an ECHE (Erasmus Charter for Higher Education) accredited higher education institution in Türkiye to teach students at an ECHE accredited higher education institution in one of the countries covered by the Erasmus+ program for a minimum of 2 days and a maximum of 2 months, and to conduct academic/educational activities jointly with the host institution. Mobility should include teaching activities of at least 8 hours.
The main purposes of staff teaching mobility are:
(a) To provide students who cannot participate in the mobility program with the opportunity to benefit from the knowledge and experience of academic staff from different European countries,
(b) To promote expertise and experience exchange in pedagogical methods,
(c) To encourage higher education institutions to expand and enrich the variety and content of the courses they offer.
Within the scope of staff teaching mobility, staff members from Turkish higher education institutions can be sent to ECHE accredited higher education institutions in Europe under inter-institutional agreements.
Conditions for Participating in Teaching Mobility
Being at least a part-time faculty member at an ECHE accredited higher education institution,
Having an inter-institutional agreement between the sending and receiving higher education institutions for staff teaching mobility,
Having an approved teaching program by both the sending and receiving higher education institutions (The teaching program must be signed by the parties and should at least include the general objectives/targets, content, and expected outcomes of the program.)
NOTE: To be eligible for grant after the teaching mobility, it is necessary to teach a minimum of 8 teaching hours at the receiving higher education institution.
The activity area that enables academic staff obligated to teach at ECHE accredited higher education institutions and staff working in businesses to teach at ECHE accredited higher education institutions is within the framework of our bilateral agreements. The exchange capacities resulting from our bilateral agreements are announced on our website. Mobility can only be realized at higher education institutions with which we have mutual agreements. The duration of the activity is a minimum of 2 days and 8 teaching hours.
Applications will be made online to the Erasmus Coordination Office on the dates specified in the announcement.
Euro Account must be opened at Akbank. (It is recommended to open a Euro account at Akbank OSTİM Branch to avoid deductions in grants.)
Grant Agreement (It is mandatory for our staff to sign the agreement prepared by the Erasmus Coordination Office before the mobility.) The Grant Agreement must be submitted to the Erasmus Coordination Office at least 15 days before the start of the activity.
After completion of the above-mentioned documents, 80% of the total grant amount (activity days + travel expenses) is paid to our staff.
After the activity, the following documents must be submitted to the Erasmus Coordination Office:After the above-mentioned documents are submitted in full to the Erasmus Coordination Office, the remaining 20% of the total grant will be paid.
Erasmus+ Staff Training Mobility
Erasmus+ staff training mobility is an activity area that enables academic and administrative staff employed at an ECHE (Erasmus Charter for Higher Education) accredited higher education institution in Türkiye to receive training in an EU member country for a minimum of 2 days and a maximum of 2 months. Through this activity, staff members can go to another higher education institution or a company abroad to receive training.
Staff Training Mobility encompasses three types of mobility:
1. Mobility of staff from a higher education institution to a company and from a company to a higher education institution. The aim of this type of mobility is to provide individuals with the opportunity to transfer knowledge and experience, learn, and acquire practical skills. Key activities may include seminars, workshops, courses and conferences, practical training processes, short-term assignments, etc.
2. Mobility of management and administrative staff from one higher education institution to another. The aim of this type of mobility is to enable individuals to learn the experiences/good practices of a different institution and develop the necessary skills for their current jobs. Key activities may include job shadowing programs, working visits, short-term assignments, etc.
3. Mobility of academic staff from one higher education institution to another for the purpose of receiving training. Under this activity, staff members can receive various training sessions to enhance the skills related to their current job responsibilities.
Staff training mobility is an activity area that allows academic/administrative staff working at an ECHE accredited higher education institution in Türkiye to receive training abroad at an ECHE accredited higher education institution or a company abroad, with the aim of knowledge and experience transfer, learning, and acquiring practical skills, as well as learning the experiences/good practices of a different institution for their current jobs. Training activities can be carried out in institutions with which bilateral agreements have been made or in companies found by staff members themselves who wish to benefit from the activity. The duration of the activity is a minimum of 2 days.
Applications will be made online to the Erasmus Coordination Office on the dates specified in the announcement.
Assignment document (For overseas assignment, a petition must be written to the head of department, then a decision must be taken by the board of directors, finally the relevant decision of the board must be submitted to the Rectorate for approval.)
Euro Account must be opened at Akbank. (It is obliged to open a Euro account at Akbank OSTİM Affiliated Branch.)

2022 Agreement Period and Beyond Grant Amounts
After preparing of the aforementioned documents, 80% of the total grant amount (mobility days + travel expenses) is paid to our staff.
After the mobility, the following documents must be delivered to the Erasmus Coordination Office:
Final Report Form (The report form, which will be sent to your email address at the end of the moblity, must be filled out online.)
Certificate of Attendance(The Certificate of Attendance, which will be signed and stamped by the host institution, must indicate the duration of the activity in days/months/years.)
Entry-Exit Document to be obtained from e-government After the aforementioned documents are delivered to the Erasmus Coordination Office, the remaining 20% of the total grant will be paid.
After the above-mentioned documents are submitted to the Erasmus Office in full, the remaining 20% of the total grant is paid.

- Erasmus Language Exam is conducted once a year at our university. It is valid for 3 years.
Online Linguistic Support (OLS) - Scope of Online Language Support:
The European Commission offers the Online Linguistic Support system for students who take part in student mobility activities in higher education.
In 2014, this support is offered to students in German, French, Dutch, Italian, Italian, English and Spanish. Only those students who will carry out their activities abroad in these languages can use this system. However, online language support is not available for students whose native language is the language in which they will carry out the activity.
Online language support includes exams that students are required to take and optional online language courses.
- Mandatory Exams:
Students eligible for learning or traineeship mobility are tested in the language in which the activity is carried out through the Online Language Support system, both prior to the beginning of the mobility and after the completion of the mobility.
The exams do not have any impact on the students' eligibility status. The pre- and post-mobility exams are conducted to observe the change in the student's language proficiency during the activities. Both exams are mandatory.
Exam results can only be viewed by the student and the home institution.
- Optional Language Courses:
After taking the language test prior to the beginning of their activities, students may voluntarily attend online language courses if they find themselves inadequate according to the results of the test or on the recommendation of their higher education institution.
The language of the exam must be the same as the language of the course.

FOREIGN LANGUAGE EXAM EQUIVALENCIES
Considering the reports of the Foreign Language Exam Equivalency Commission and the evaluations of the Foreign Language Examinations Department, the ÖSYM (Assessment, Selection and Placement Center) Board of Directors has taken the following decisions regarding the equivalencies of Foreign Language Exams:
KPDS-ÜDS-YDS Equivalence
The Civil Servant Foreign Language Proficiency Test (KPDS), Interuniversity Foreign Language Examination (ÜDS) and Foreign Language Proficiency Level Assessment Examination (YDS) conducted by ÖSYM are equivalent with one another.
KPDS-ÜDS-YDS Equivalence of International Foreign Language Exams
In order for any international foreign language exam to be accepted as equivalent to KPDS, ÜDS or YDS, the exam must be internationally recognized, and only exams conducted in the official language(s) of the country with which the institution preparing the exam is affiliated will be recognized as equivalent.
For foreign language exams recognized as equivalent that have no specified validity period, it has been decided that foreign language proficiency documents dated from September 2005 and later will be accepted as valid.
Per Article 6, paragraph 3, subparagraph d of the Directive on Determining the Equivalence of Foreign Language Exams, in granting and maintaining the equivalence of an international foreign language exam, if the exam is held in Türkiye, it must be held in the buildings of state universities.
Accepted foreign language exams in the table of the equivalence of foreign language exams are one-way equivalent to KPDS, ÜDS or YDS. Except for the exams specified in the tables, placement tests for various courses organized by universities, institutes or other language teaching institutions cannot be evaluated according to this equivalency table.
