Prof. Dr. Ali ÇOBAN

He is a 1967 graduate of the Physics Department of the University of Manchester, England. He also obtained his Degree of Ph.D. in 1971 from the same University. He was a Research Associate of the Physics Department. He then joint the Physics Department of the Karadeniz Technical University (KTÜ) in 1972. He was an associate proffesor in 1976. In the years 1982 to 1986, he was at the University of Bahreyn. Then, he joint the Center for the Applied Sciences (CAPS) at the Research Institute (RI) of King Fahd University of Petroleum and Minerals (KFUPM), Dhahran, Saudi Arabia. He was in the Research and Development Group of the Neutron Generator and The Tandetron Particle Accelerator. He developed NRA, PIGME and ERDA systems for the applied reseach using nuclear techniques and TOF system for the basic science research using neutron scattering. He has many published papers and conference proceedings in pure and applied sciences.


Mirzahan Hızal  

Prof. Dr. Eduge Mirzahan HIZAL

He is a 1969 graduate of the Electrical and Electronic Engineering Department of the Middle East Technical University. He obtained his Ph.D. degree in 1973 from the University of Manchester, England.
He was the Secretary of the Directorate of Science Fellowships and Grant Programmes of the Scientific and Technological Research Council of Turkey (TÜBİTAK). He was also the project advisor and project director of SAVTAK projects at TÜBİTAK. Prof. Dr. Mirzahan Hızal is the Director General of HIZAL High Voltage (HIZAL Yüksek Gerilim) Ltd.
He has been an academician at the METU since 1979.




Prof. Dr. İsmail AVCIBAŞ (Chair)

İsmail Avcıbaş was born in Ankara, Turkey. He received B.S. and M.S. degrees from the department of Electronics Engineering, Uludağ University, Bursa, Turkey in 1992 and 1994 respectively. He received Ph.D. degree from the Electrical and Electronics Engineering department, Boğaziçi University, İstanbul, Turkey, in 2001. With a scholarship from The Scientific Council of Turkey, TÜBITAK, he carried out research on image compression and steganalysis in the Department of Computer and Information Science, Polytechnic University, Brooklyn, NY, in 1999–2000. Before joining OSTİM Technical University, he worked as an academic staff at various universities in Turkey.

Dr. Avcıbaş’s research interests are in the broad area of information forensics and security. He pioneered the development of universal steganalysis techniques. His work on steganalysis was supported by Air Force Office of Scientific Research (AFOSR), Air Force Research Laboratory (AFRL), NSF and TÜBITAK. He developed techniques for multimedia source identification and manipulation detection. His works on multimedia forensics have been supported by several TÜBITAK research projects.


Prof. Dr. Sinan KIVRAK

Sinan Kivrak graduated from Kayseri Erciyes University Electronics Engineering Department in 1996. He completed his master's degree in Denizli Pamukkale University Electrical and Electronics Engineering in 2000. In 2008, he completed his doctoral study on "COMPREHENSIVE DESING FOR CONTROLLING AND MODELLING OF AN OFF-GRID PV SYSTEM AT MAXIMUM POWER OUTPUT" at Izmir Dokuz Eylul University Electrical and Electronics Engineering. Solar Energy, Solar Tracking Systems, Battery and Battery Control Systems, Unmanned Aerial and Land Vehicles, Electric Motors and Motor Drivers, Weapon and Shooting Systems, High Voltage Cable Test Systems, Prosthesis and Prosthesis Sensors, Embedded Systems and Applications, Power Electronics Applications, He has studies on many subjects such as Transformer Design Analysis, Parachute Activation Systems, Electric Vehicles, and inventions that have become commercial products as a result of these studies. In 2012, the fast alternator and test unit of the SOM missile were designed and manufactured within the scope of GAYDA Engineering Energy Company, founded by Kıvrak. He has articles in many national and international journals on his study subjects. Known for his inventions and patents, Sinan Kivrak is stillworks as a Professor Dr. at the Department of Electrical and Electronics Engineering at Ankara Ostim Technical University.

Davut Kavranoğlu  

Prof. Dr. Davut KAVRANOĞLU

Prof. Kavranoğlu has a Bachelor of Science degree in Electrical and Electronics Engineering from Istanbul Technical University (1984). He has completed his masters in 1986 and PhD in 1989 at California Institute of Technology (Caltech, Pasadena, CA).
In 1989, he started at King Fahd University of Petroleum and Minerals as an assistant professor and in 1993 became an associate professor. Between 1993 and 2007 he taught as an associate professor at King Fahd University of Petroleum and Minerals, at Beykent University and at Istanbul Commerce University. In 2009, he joined Yalova University as a professor in Computer Engineering. To date, Prof. Kavranoğlu has published many papers and articles. In August 2011, Prof. Kavranoğlu was appointed as the first deputy minister of Turkey.
In July 2015, Prof. Kavranoğlu was appointed Chief Scientific Adviser to the President of Turkish Republic. He is responsible for Science, Technology, Higher Education and Industry policies.

Assist. Prof. Dr. Osman DEMİRCİ

Dr. Osman Demirci is a 1986 graduate of the Electrical Engineering Department of Istanbul Technical University, ITU. He obtained his M.S and Ph. D. Degrees from the Rensselaer Polytechnic Institude in 1991 and 1995, respectively.
He has been Assistant Director of the General of TR Motor Power Systems in Ankara, Co-CEO of the Hanwha Kalyon Solar Energy Technologies in Ankara, He was the Director General and the Head of the Excecutive Committee of TETAŞ, Ankara. He was also the Adviser to the Ministry at ETKB, and Member of the Excecutive Committees of TEDAŞ and BİRECİK HES, AKFEN Holding, Ankara. He was also an Assistant to the Director of the Privatization Office in Ankara.
In U.S.A. He worked at American electric Power, Colombus, Siemens-Westinghouse in Pittsburgh-PA, Westinghouse, Orlando-FL, Plug Power LLC, Latham-NY and General Electric Coporate research and Development, Schenectedy-NY, University of Central Florida and at the OHIO State University as an adjunct Faculty. He has several published papers and patents in his field.


Assist. Prof. Dr. Erol DUYMAZ

Graduated from Dokuz Eylul University, Department of Electrical and Electronics Engineering. He received his master's degree from Old Dominion University/USA and PhD from Istanbul Technical University. He worked in research areas such as watermarking, SLAM-estimation under uncertainty, inertial sensors. His studies contiues in health and defense sectors’ projects. Circuit Theory, Numerical Design, Engineering Mathematics and Differential Equations are among the courses he teaches.


Assist. Prof. Dr. Sinan Küfeoglu

Dr. Sinan Küfeoglu worked as a Research Associate at the Cambridge Centre for Smart Infrastructure and Construction, Department of Engineering, University of Cambridge, United Kingdom. In addition, he continues the project titled "Digitalization in the Energy Sector: Digital Solutions and New Business Models" as an International Leading Researcher with the support of the Scientific and Technological Research Council of Turkey. He was an adviser at the United Nations Institute for Training and Research (UNITAR), CIFAL Istanbul, for integrating United Nations Sustainable Development Goals into university education.

Dr. Küfeoglu completed his D.Sc. and M.Sc. degrees in Electrical Engineering at Aalto University, Finland in 2015 and 2011 respectively. He got his B.Sc. degree in Electrical and Electronics Engineering Department from Middle East Technical University, Ankara, Turkey in 2009. His research interests include energy futures, sustainable development, energy economics and technology policy.


Assist. Prof. Dr. Hüseyin KÖSE

After graduating from Gazi University, Department of Electrical and Electronics Engineering in 2009, he started to work as a research and devolopment engineer for a power electronic company. He completed Master and Ph.D education at Gazi University under the leadership of Prof. M. Timur AYDEMİR between 2009-2020, while he worked as R&D manager of OES/PMI company. In this long periode, he had best experiences in power electronic area. He has good knowledge to design and carry out high powered power electronic products like rectifiers, inverters, ups, switched converters. Nowadays, he has his own power electronic company established in june 2021. He is working on power electronic technologies, especially on power electronic converters. KÖSE, who also works as a part-time lecturer, currently teaches at OSTİM Technical University. KÖSE has more than 10 academic studies including national and international research thesis, articles, papers, supported projects.

He graduated from Gazi University, Department of Electrical and Electronics Engineering (English) in 2021. He completed his license in Power Systems and High Voltage Technology, Power Electronics packages. He done his graduation project on renewable energy source and power bank. He completed his graduation project under the supervision of Associate professor Bünyamin Tamyürek. In 2021, he started his education in Gazi University Electrical and Electronics Engineering Master's program with Thesis in English. His Master Thesis is been working on Power Electronics under the supervision of Doctor Korhan Kayışlı. Areas of interest: Renewable Energy Sources, Converter Circuits DC/DC Converters, DC/AC inverters.

Assist. Prof. Dr. Yusuf Acar (Part Time)


Dr. Yusuf Acar received the B.S.E.(with honors), M.S.E. and PhD degrees from Istanbul University, Istanbul, Turkey, in 2008, 2011 and 2015 respectively all in Electrical and Electronics Engineering. In 2009, he joined the Department of Electrical and Electronics Engineering, Istanbul Kültür University as a Research Assistant and then he was an Assistant Professor at same Department at between 2015 and 2019. He was a visiting scholar at the Purdue University, Fort Wayne, USA, between the June 2012 and September 2012. He was a Post-Doctoral Fellow in Electrical Engineering Department, Purdue University, Fort Wayne, USA from September 2017 to September 2018. Now, he is working as a Senior System Engineering at Directorate of Electronic Warfare and Radar Systems at STM Inc. He has authored or coauthored around 40 papers in peer reviewed journals and international conferences. His research interests are in the broad areas of wireless communications, including signal processing for wireless communications, channel estimation (ML, MAP, LS, EM, SAGE, PSA-CE, iterative), multiple-input multiple-output systems, code division multiple access systems, orthogonal frequency division multiplexing systems etc. His current research activities are focused on software-defined platforms and radar signal processing.


Prof. Dr. Vladimir Yurchenko

Vladimir Yurchenko received his M.Sc. and Ph.D. degrees in 1980 and 1984, respectively, from the Kharkov Polytechnical Institute (KhPI), Kharkov, U.S.S.R. (currently, National Technical University "KhPI", Kharkiv, Ukraine) and D.Sc. degree in Physics and Mathematics in 1994 from the A.~I.~Usikov Institute for Radiophysics and Electronics of the National Academy of Sciences of Ukraine (IRE NASU), Kharkiv, Ukraine. He held research and teaching positions at the NTU "KhPI" and IRE NASU in the U.S.S.R. and Ukraine, Bilkent University in Turkey, National University of Ireland Maynooth (NUIM) in Ireland, and, within the TUBITAK-EU Co-Funded Brain Circulation Scheme and TUBITAK-BIDEB Programs, at the Engitek Engineering Technologies Ltd, Gazi University, and Middle East Technical University (METU) in Turkey. At the NUIM, he developed a unique ultra-fast electromagnetic simulation software for the advanced physical optics modeling of the dual-reflector sub-mm-wave telescope on the ESA Planck Surveyor for the Cosmic Microwave Background mapping. He is a co-recipient of the 2018 Gruber Cosmology Prize ( as a Team Member of the ESA Planck project. His interests include solid-state physics, semiconductor theory, electronic devices, hot-electron transport, plasma and instabilities, microwave generation, THz technology, physical optics, mm-wave photonics, wave propagation, and antenna simulations.
