He completed his bachelor's education at Yıldız Technical University, Department of Electrical Engineering, in 1991. He obtained his master's degree at METU Electrical and Electronics Engineering in 1997, and Prof. Dr. Mustafa N. Parlar Education and Research Foundation awarded his thesis work the Thesis of the Year award. He achieved his Ph.D. in 2004 at Ankara University Electronics Engineering.

Between 1991 and 2013, he served as an Engineer Officer at the Turkish Air Force. In this process, he worked on procurement and modernization projects of various defense systems, especially radar, electronic warfare, and avionics systems, providing engineering support to the operation and initiating and conducting research and development projects. Also, he participated in the maintenance and repair activities of various electrical and electronic systems of the Air Force assets.

Dr. Ahmet Güngör Pakfiliz has taught undergraduate and graduate-level courses at different foundation universities since 2013. His Radar Systems courses at the undergraduate level and Electronic Warfare and Avionics Systems courses at the graduate level meet the academic and practical requirements of engineers working or planning to work in defense industry companies. His fields of study are electronic warfare, radar systems, avionics systems, statistical signal processing, and image processing.

He has articles in many national and international journals on his study subjects and a book published in Turkish on electronic warfare. Dr. Ahmet Güngör Pakfiliz is an Associate Professor with the Department of Electrical and Electronics Engineering at Ankara Ostim Technical University.

İsmail Avcıbaş was born in Ankara, Turkey. He received B.S. and M.S. degrees from the department of Electronics Engineering, Uludağ University, Bursa, Turkey in 1992 and 1994 respectively. He received Ph.D. degree from the Electrical and Electronics Engineering department, Boğaziçi University, İstanbul, Turkey, in 2001. With a scholarship from The Scientific Council of Turkey, TÜBITAK, he carried out research on image compression and steganalysis in the Department of Computer and Information Science, Polytechnic University, Brooklyn, NY, in 1999–2000. Before joining OSTİM Technical University, he worked as an academic staff at various universities in Turkey.

Dr. Avcıbaş’s research interests are in the broad area of information forensics and security. He pioneered the development of universal steganalysis techniques. His work on steganalysis was supported by Air Force Office of Scientific Research (AFOSR), Air Force Research Laboratory (AFRL), NSF and TÜBITAK. He developed techniques for multimedia source identification and manipulation detection. His works on multimedia forensics have been supported by several TÜBITAK research projects.

He is a 1969 graduate of the Electrical and Electronic Engineering Department of the Middle East Technical University. He obtained his Ph.D. degree in 1973 from the University of Manchester, England.
He was the Secretary of the Directorate of Science Fellowships and Grant Programmes of the Scientific and Technological Research Council of Turkey (TÜBİTAK). He was also the project advisor and project director of SAVTAK projects at TÜBİTAK. Prof. Dr. Mirzahan Hızal is the Director General of HIZAL High Voltage (HIZAL Yüksek Gerilim) Ltd.
He has been an academician at the METU since 1979.

     
 

Prof. Dr. Yalçın ATA

He is a 1998 graduate of the Electrical and Electronics Engineering Department of the Karadeniz Technical University. He received his M. Sc. From Gebze Technical University in 2000 and Ph. D. From Gazi University in 2010.

Between 1999 and 2001, he worked as a project engineer responsible for transmission and SCADA systems at the Istanbul Metro Company. After completing military service, he served as a project engineer at METU Technopark in 2003. Between 2004 and 2020, he worked as a senior researcher, chief researcher and deputy director at both TUBITAK Defence Industries Research and Development Institute (SAGE) and TUBITAK Space Technologies Research Institute (UZAY) respectively. He took part in many defense and space projects as both employee and technical leader. He has been a board member of TUBITAK UZAY and DeltaV Space Technologies Co., and executive board member of strategic projects under Defense Undersecretary for 3 years. He became an Associate Professor in 2017. He served as a referee in TUBITAK Projects, academic journals and congresses. His research areas include optical communication, propagation in atmospheric and oceanic turbulence, modulation techniques and infrared detection. He has many published papers in his field.
     
 

Prof. Dr. Volodymyr YURCHENKO

Volodymyr Yurchenko received his M.Sc. and Ph.D. degrees in 1980 and 1984, respectively, from the Kharkov Polytechnical Institute (KhPI), Kharkov, U.S.S.R. (currently, National Technical University "KhPI", Kharkiv, Ukraine) and D.Sc. degree in Physics and Mathematics in 1994 from the A. I. Usikov Institute for Radiophysics and Electronics of the National Academy of Sciences of Ukraine (IRE NASU), Kharkiv, Ukraine. He held research and teaching positions at the NTU "KhPI" and IRE NASU in the U.S.S.R. and Ukraine, Bilkent University in Turkey, National University of Ireland Maynooth (NUIM) in Ireland, and, within the TUBITAK-EU Co-Funded Brain Circulation Scheme and TUBITAK-BIDEB Programs, at the Engitek Engineering Technologies Ltd, Gazi University, and Middle East Technical University (METU) in Turkey. At the NUIM, he developed a unique ultra-fast electromagnetic simulation software for the advanced physical optics modeling of the dual-reflector sub-mm-wave telescope on the ESA Planck Surveyor for the Cosmic Microwave Background mapping. He is a co-recipient of the 2018 Gruber Cosmology Prize (https://gruber.yale.edu/prize/2018-gruber-cosmology-prize) as a Team Member of the ESA Planck project. His interests include solid-state physics, semiconductor theory, electronic devices, hot-electron transport, plasma and instabilities, microwave generation, THz technology, physical optics, mm-wave photonics, wave propagation, and antenna simulations.

İsmail H. Altaş received his B.Sc.E. in Electrical Engineering from Kocaeli Engineering faculty of Yıldız University and M.Sc.E. from Karadeniz Technical University (KTU), Türkiye, in 1985 and 1988, respectively. He has a PhD degree from the University of New Brunswick, Canada, in 1993.

He is currently a full time Professor in Electrical and Electronics Engineering Department at Karadeniz Technical University.  He was awarded as the best outstanding faculty member in engineering for the year 1997 at KTU. He is a Senior Member of IEEE and member of the IEEE Societies such as Power Engineering, Industrial Electronics, Control, and Man Machine and Cybernetics. He is also a member of the Chamber of Electrical Engineers in Türkiye.

His research areas are on modelling and control of power systems, renewable energy systems, microgrids, automatic control, fuzzy logic control and fuzzy decision-making.

He is the author of the book "Fuzzy Logic Control in Energy Systems with Applications in Matlab®/Simulink" published by the IET in 2017 and in 2024.

He has published more than 200 journal and conference papers and managed various research projects.

He runs Sustainable Energy Utilization Laboratory (SEUL) with his Power, Energy and Control Research Group (POWENCON) at KTU.

Dr. Altaş is married and has 3 children.

     
 

Assist. Prof. Dr. Hüseyin KÖSE

After graduating from Gazi University, Department of Electrical and Electronics Engineering in 2009, he started to work as a research and devolopment engineer for a power electronic company. He completed Master and Ph.D education at Gazi University under the leadership of Prof. M. Timur AYDEMİR between 2009-2020, while he worked as R&D manager of OES/PMI company. In this long periode, he had best experiences in power electronic area. He has good knowledge to design and carry out high powered power electronic products like rectifiers, inverters, ups, switched converters. Nowadays, he has his own power electronic company established in june 2021. He is working on power electronic technologies, especially on power electronic converters. KÖSE, who also works as a part-time lecturer, currently teaches at OSTİM Technical University. KÖSE has more than 10 academic studies including national and international research thesis, articles, papers, supported projects.

Şenol Gülgönül graduated from Bilkent University Electrical and Electronics Engineering in 1992. He completed his master's degree in Gebze Institute of Technology and his doctorate in Sakarya University. He pioneered important projects in Türkiye's technological development. In 1996, he worked as a network manager in the establishment of TURNET, Türkiye's first commercial internet backbone. He worked for Thales Alenia Space in France for two years as the program manager of the       TÜRKSAT-3A satellite. Within the scope of the TÜRKSAT-3A satellite project, he organized the Technology Transfer and Training Program for the first time and led this program as the Program Manager. He managed the TÜRKSAT-6A National Communications satellite project concept design, TÜBİTAG-KAMAG and PDR processes together with engineers trained in France. In the tests of the National Positioning system operating over TÜRKSAT satellites independent of GPS, He has shown that an accuracy of 2 meters can be achieved. He performed the first atomic clock transmission over TÜRKSAT satellites, broadcasting on TÜRKSAT-SAAT TV channel. Gülgönül demonstrated that 18 cm accuracy can be achieved across Turkey with the satellite positioning support system (SBAS) work he developed. Şenol Gülgönül, as the Electronic Control Systems Manager at BMC Power Motor and Kontrol Sistemleri A.Ş., managed the development of the control units and other electronic systems of the first domestic diesel engine and automatic transmission to be used in the ALTAY National Main Battle Tank. Gülgönül, who has many articles and patents in the fields of satellite technologies and electronic control, continues his studies at Ostim Technical University as Assistant Prof Dr.

Res. Assist. H. Kübra Ersarı graduated from Bursa Technical University as a honor student, Department of Electrical and Electronics Engineering in July 2022. She carried out her graduated project titled "Research and application of material coating on overhead line conductors for minimizing ice load" under the supervision of Prof. Dr. Musa Aydın. Within the scope of workplace education, she worked on power and signaling distribution systems as a project engineer in a private factory. In October of the same year, she is started to Master's program in the Department of Electrical and Electronics Engineering at Ostim Technical University.

She graduated from Pamukkale University, Department of Electrical and Electronics Engineering in June 2017. Then, she completed the master’s degree program with thesis at Pamukkale University, Department of Electrical and Electronics Engineering in December 2019 and currently continues her thesis studies in the Doctorate Program in Electrical and Electronics Engineering. She has worked on driver design and software for electric motors, motor control methods, embedded systems, design of training sets with microcontrollers and sensors, high-density switching power supplies, original PCB design, production, typesetting and programming, motor driver design and control for electric vehicles, telemetry design and software for electric vehicles, battery charger design for electric vehicles, deep learning-based control and prediction applications. She has a master's thesis titled "Roketlerin Yönlendirilmesinde Kullanılan Fırçasız Doğru Akım Motorları İçin Alan Yönlendirme Tabanlı Kanatçık Denetleyici Tasarımı (Field Orientation Based Fin Controller Design for Brushless Direct Current Motors Used in Rocket Guidance)" and an international paper titled "RF Telemetry Design for Electric Vehicle". In addition, she has taken part in projects supported by TUBITAK and KOSGEB.

Fatih Mercan graduated from Başkent University in 2021 with an Electrical and Electronics Engineering degree. He began his Master’s studies in 2022 and served as a Research Assistant at the same institution from 2022 to 2024. His current research focuses on voice and video processing using artificial intelligence.
